Fleur de Lis HOA Structure ─ a Brief Introduction
The beating heart of a community association (HOA) is the board of directors (BOD). Ours is FDL HOA BOD.
The HOA BOD has responsibility for maintaining its common elements in their original shape as well as the management and operation of the HOA's business affairs—all in accordance with standards established by the governing documents created when the community was first developed.
Members of an HOA BOD serve without compensation.
The BOD's authority includes all of the powers and duties enumerated in general law, as long as these powers are not inconsistent with the provisions of the documents governing the HOA.
The BOD makes and may change the Policies for the association, in accordance with overriding governing documents.
The HOA acts through its BOD and contracted Management Co. to carry out these policies and administrative functions for the community.
All HOAs must hire an outside institution for collecting dues and making payments.
FDL has contracted with First Service to provide required financial services along with hiring of all staff including onsite CCAM Manager and concierges.
No owners or their residents may be hired to work at FDL.
All of the directors have a fiduciary obligation to act with utmost good faith towards the association and cannot deal in the funds or the property of the association for their own self-advantage.
FDL HOA BOD consists of five members with staggered two-year terms. There is a president, vice president, secretary, and treasurer. Elections held every August for alternating terms.
FDL BOD HOA meetings are held monthly in the Clubhouse and on Zoom, the 4th Wednesday of every month (except December).
Monthly BOD HOA meetings are held in the Clubhouse Main Lounge and Reception area shown below. For the meetings, furniture is rearranged to accommodate a long table at front for Board members, with folding chairs set up for attendees.

The BOD meets before each HOA meeting with an Executive Committee meeting limited to Board members.
The current BOD began a new policy of transparency and community involvement when 3 new members defeated incumbents last August, 2021.
A Code of Conduct was implemented for all Board members.
Committees were re-established with new charters.
Open Planning meetings are held every Wednesday at 9am (except BOD HOA meeting Wednesday) where residents are free to attend but may not speak. Our current President has made a commitment to always stay afterwards, making himself available for any residents to speak freely with him.
A new, responsive Management Company is in place with on-site CCAM
Focus is now on tending to basic needs of community, maintaining high standards
Budget & reserves have been made open and are living documents
Neglected maintenance and operational policies are being corrected
Monthly HOA BOD meetings are now friendlier and welcoming to owner involvement
